Quality gates matter more than raw URL count. Wave 7 pages must pass validate:finance (fields + no route dups), carry distinct crypto or role framing, and avoid thin brand swaps.

Wave 7j freezes bulk expansion and documents how quality was gated. Use this checklist before Wave 8.
Minimum publish fields: SEO title/description, quantum verdict, ≥1 break, ≥1 mitigation, ≥2 intro paragraphs, ≥2 FAQs, ≥1 route, confidence not low.
Relevance rule: each page needs a distinct mechanism, role, environment, or claim-evaluation angle—not a ticker rename.
